Mission Statement
Facilitate the advancement of standards and methods used for the design, construction, operations, maintenance, and management of wastewater collection and conveyance systems in the Pacific Northwest.
Goals and Objectives
Support the professional development of collection systems administrators, regulators, designers, contractors, inspectors, operators, and maintenance personnel by:
- Increasing their membership in PNCWA
- Promoting communications among them
- Offering workshops, seminars, and other opportunities to advance their knowledge of all aspects of collection systems.
- Establish and maintain working relationships with other committees and organizations with similar goals.
- Increase PNCWA members’ awareness of and participation in the development of laws and regulations related to collection systems.
Specific Activities
- Maintain a committee membership with representation from throughout the PNCWA three-state region.
- Meet on a quarterly basis to conduct committee business.
- Facilitate organization of a collection systems track of presentations at each annual PNCWA Conference.
- At least once every two years, organize or co-sponsor a specialty conference or workshop to provide exposure to new collection systems technologies, operational procedures and regulations.
- Submit articles for publication in the quarterly PNCWA Newsletter.
Organization
- PNCWA Membership – All committee members must be members of PNCWA. The committee may elect members outside of the PNCWA three-state region.
- Chair and Vice Chair – The Committee Chair will serve a two year term beginning at the annual PNCWA conference in even numbered years. The committee will elect a Vice-Chair at the annual PNCWA conference in odd-numbered years after the end of the Chair’s first year. The Vice-Chair will serve one year as Vice-Chair, then advance to serve as Chair for a two year term at the end of the previous Chair’s two year term.
- Membership – The committee shall maintain a membership of 9 to 15 active members divided approximately equally among the three states in the PNCWA region. Members shall be elected to the committee by a majority vote of the current committee members. Inactive or non-participating committee members (including Chair and Vice-Chair) may be removed and replaced by a majority vote of other committee members.
- Committee Decisions – Committee membership and activities will be proposed by members and voted upon by the committee membership at in-person and telephone conference call meetings or on-line (e-mail) and by telephone by special request from the chair. A majority of the committee members have to approve all proposals and issues brought before the committee. For example, approval will be needed from six members of a 10- or 11-member committee and from seven members of a 12- or 13-member committee.
Duties of the Chair
- Develop annual committee goals and budget for approval by the Board of Directors
- Participate in Board of Directors meetings as requested by the Board
- Provide written reports to Board of Directors as requested
- Convene subcommittees as needed
- Keep committee records and provide them to the next chair
- Organize, schedule and lead quarterly committee meetings
Duties of the Vice Chair
- Assist the Chair in doing the duties specified above
- Be prepared to take over the committee chairmanship at the end of a one year term
Duties of the Members
- Assist the chair and vice-chair in organizing committee publications, activities, and conferences
- Discuss and vote on proposed committee activities and membership
