Government Affairs Update

In case you missed it! EPA has taken the following actions on PFAS in the last three months:

  • The U.S. Environmental Protection Agency (EPA) announced its framework for addressing new and new uses of per-and poly-fluoroalkyl substances (PFAS). The framework outlines EPA’s planned approach when reviewing new PFAS and new uses of PFAS to ensure that, before these chemicals are allowed to enter into commerce, EPA will undertake an extensive evaluation to ensure they pose no harm to human health and the environment. The framework supports the Biden-Harris Administration’s commitment to address the impacts of these forever chemicals and advance EPA’s PFAS Strategic Roadmap to confront the human health and environmental risks of PFAS pollution.
  • EPA is seeking input on whether to propose to designate additional PFAS, including HFPO-DA, sometimes called GenX, and compounds that degrade in the environment by processes such as biodegradation, photolysis, and hydrolysis, to form certain PFAS. EPA is also seeking information on whether some PFAS compounds can or should be designated as a group or category. A Federal Register Notice has been published in the Federal Register at docket EPA-HQ-OLEM-2022-0922 and can be viewed on www.regulations.gov. The ANPRM will be open for a 60-day comment period through June 12, 2023.
  • In April 2023, EPA issued an Advance Notice of Proposed Rulemaking (ANPRM) asking the public for input regarding potential future hazardous substance designations of PFAS under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), also known as Superfund. This request for input and information follows EPA’s September 2022 proposed rule to designate two PFASperfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS), and their salts and structural isomers as hazardous substances under CERCLA. Learn more about the advance notice.

Fall Communications Camp, October 26 in Bend, Oregon

2023 Fall Communications Camp is happening 8:00 am to 4:30 pm on Thursday, October 26 in Bend, Oregon. A big thanks to the City of Bend for graciously hosting at their Kerri Training Facility, 22395 McGarth Rd.  The Camp will include a tour of the City of Bend’s Water Reclamation Facility and presentations by staff from the cities of Bend, Boise, and Prineville plus others. More details including the full agenda and registration details will be published in early August. This event will provide 0.625 CEUs, pending approval. The Communications Camp is a one-day specialty conference focused on how to communicate about water, strengthen communications skills, and effectively tools of the trade. Proceeds from the Communications Camp go towards PNCWA’s Adopt-a-School grant program, managed by the Communications and Outreach Committee, which funds K-12 educational projects focused on water and the environment.

Spokane Area Facility Tour and Social Rescheduled

Message From PNCWA2023 Technical Chair

I am beyond thrilled this year for the PNCWA2023 Technical Program, where we will be Catalyzing a Sound Future for Water together in Tacoma, WA through site tours and over 140 technical presentations. We are also excited to continue our partnership with WateREuse, who will be hosting a full day of Water Reuse focused presentations on Monday! While some things are far too great to change, like the caliber of people you’ll interact with at PNCWA each year, I’d like to share some of the exciting changes our team has been working toward to shape a more positive experience related to the PNCWA2023 technical program.

Abstract Review and Selection. For the first time, we implemented a double-blind review process for abstracts, removing the authors and represented companies for the scoring process. We did this to support a more equitable process for scoring and selection of abstracts, and we believe it made a positive impact on the diversity of speakers and content in our Technical Program!

The Sustainability and Biosolids Committee invites you to a webinar on June 28 from 10:00 AM to 12:00 PM (PDT) on Advanced Thermal Treatment for PFAS. The presence of PFAS in biosolids has resulted in significant challenges for the municipal wastewater industry, especially for those utilities who land apply biosolids for beneficial use. Current and pending regulations will require WRRFs to rethink their biosolids management programs. With these challenges comes opportunities making it an exciting time for solids treatment in our industry.
